The short answer

WhatsApp Business API pricing in India is two bills, not one.

Meta charges per delivered template (and related conversation rules) on your WhatsApp Business Account. Rates depend on the template category — marketing, utility, authentication — and on the recipient’s country, not yours. WatsBerry charges a software plan plus a wallet markup for platform processing. We do not settle Meta’s invoice.

The figures below are planning ranges, not an official Meta rate card. Always verify the live India amounts on Meta’s WhatsApp pricing documentation and the snapshot on our pricing page before you commit a budget.

Dual billing: Meta vs the WatsBerry plan

Indian finance teams get surprised when they only compared “₹X per message” tools. On official Cloud API, you should model three lines:

  1. Meta WhatsApp usage — billed by Meta to the payment method on the WABA / Meta Business portfolio.
  2. WatsBerry platform plan — Starter, Pro, or Growth on watsberry.com/pricing (GST extra). Abandoned-cart recovery and Shopify sit on Pro and Growth.
  3. WatsBerry wallet markup — a platform fee deducted from wallet when messages send. Inbox replies inside the customer-care window are free on the WatsBerry wallet side.

Meta marketing, utility, and authentication rates (India ranges)

Meta publishes country rate cards and updates them. India is typically billed in INR for sold-to India accounts. Do not treat any BSP blog (including this page) as the source of truth.

Public 2026 snapshots have clustered marketing near the high-80-paise mark and utility/auth near 11.5 paise. Those snapshots drift. Volume-tier discounts on utility/authentication exist for very high monthly volume; most D2C brands stay on the list rate.

GST and what “per message” actually means

Meta generally bills delivered template messages in the matching category. Failed or undelivered sends are not a safe way to “save” money — quality rating and throughput matter more.

In India, 18% GST typically applies on each biller’s invoice. A marketing template that looks like ₹0.85 on the card is closer to ₹1.00 all-in after GST. Budget the rate plus GST, then add the WatsBerry plan.

Recipients outside India use that country’s WhatsApp rate, not the India row. A UAE or US number on your list is not an India-paise send.

Example maths: 1,000 and 10,000 marketing messages

Illustrative only. Assume India marketing templates land in an ₹0.80–₹0.90 band per delivery, excluding GST, and that every message is delivered. This is a worksheet, not Meta’s card.

Worked example (1,000 marketing sends, Pro plan, one month): Meta ~₹800–₹900 + GST + Pro ₹2,999 + GST + wallet markup on those 1,000 sends. The Meta line is what unofficial “unlimited blast” tools usually hide until the number is banned.

Worked example (10,000 marketing sends): Meta ~₹8,000–₹9,000 + GST. At this volume, category mix matters: shifting genuine order updates into approved utility templates (when they qualify) is cheaper than blasting every reminder as marketing. Mis-categorising marketing as utility is a policy risk — not a saving.

How to keep WhatsApp costs predictable

  • Match template category to the job. Promotions and win-backs are marketing. Post-purchase status is usually utility if Meta approves it that way.
  • Protect quality rating. Complaints, blocks, and sloppy opt-outs raise friction and can throttle throughput.
