    Short answer: You do not need a provider to use WhatsApp's official API. Meta's Cloud API is hosted by Meta and any business can connect to it directly, paying Meta only for messages. What you give up by going direct is the software: you must build or buy your own inbox, template management, campaign tools, automations, opt-out handling and integrations, and maintain them. A Tech Provider or Solution Partner (often called a BSP) gives you that software on top of the same Cloud API. Go direct if you have developers and a narrow use case, such as sending OTPs or order updates from your own app. Use a provider if your team needs to chat, run campaigns or automate without writing code.

    What the WhatsApp Cloud API is

    The Cloud API is Meta's hosted version of the WhatsApp Business Platform. Your server sends messages through Meta's API and receives incoming messages and delivery statuses through webhooks. There is no separate hosting fee from Meta. You pay per delivered message by category.

    For Indian recipients, Meta's INR rate card effective 1 October 2026 lists (ex-tax):

    These rates are the same whether you go direct or use a provider that passes Meta's rates through.

    What you must build if you go direct

    Connecting to the API is the easy part. Running WhatsApp as a business channel needs much more:

    1. Webhook receiver that is always available, verifies Meta's signatures and handles retries.
    2. Inbox for your team to read and reply to chats, with assignment so two people do not answer the same customer.
    3. 24-hour window logic so free-form replies are only sent when allowed, and templates are used otherwise.
    4. Template management: creating, submitting, tracking approval and handling rejections.
    5. Campaign sending with audience lists, pacing, and respect for your quality rating and messaging limits.
    6. Opt-in and opt-out handling, including stopping marketing to people who opted out.
    7. Media handling for images, documents and voice notes.
    8. Integrations with your store, CRM, calendar or payment gateway.
    9. Analytics on delivery, reads, replies and conversions.
    10. Ongoing maintenance as Meta changes APIs, pricing rules and policies. The 1 October 2026 pricing change is a recent example.

    For a single automated use case, like OTPs or order notifications triggered by your app, points 1, 3, 4 and 7 may be enough. For sales, support and marketing, you are effectively building a product.

    Tech Provider vs Solution Partner (BSP): what is the difference?

    Meta runs separate partner paths, which its developer documentation lists as Tech Provider and Solution Partner onboarding.

    • Tech Providers build software on the Cloud API and onboard businesses through Embedded Signup. The business connects its own WhatsApp Business Account, and message charges are billed by Meta to the business's own payment method.
    • Solution Partners, commonly called BSPs in India, can also manage billing for their clients, which means message charges may reach you on the partner's invoice or rate card.

    Neither model is automatically better. What matters for you is transparency: can you see Meta's charges separately from the software fee, and is there a markup on messages?

    Billing: why it matters after October 2026

    Meta stated that businesses without a payment method on file by 30 September 2026 would stop receiving delivery of service messages once those messages become charged on 1 October 2026. Meta also offers a monthly-invoiced credit line to eligible businesses. If you pay Meta directly, keep your payment method current in Meta's Billing Hub. If your provider bills you, ask how these charges will appear.

    Use a provider if most of these are true:

    • Sales, support or marketing staff will use WhatsApp daily.
    • You want campaigns, templates, bots and integrations without code.
    • You run Click-to-WhatsApp ads or ecommerce flows.
    • You would rather spend developer time on your core product.

    Hybrid: many businesses use a provider's platform and also call its API or webhooks from their own systems for custom events.
