Short answer: No provider can make Meta's message rates cheaper. Meta charges every business the same per-message rate for Indian recipients, for example ₹0.8631 per marketing message and ₹0.1150 per utility message (ex-tax, card effective 1 October 2026). What differs between providers is what they add on top: a per-message markup, a plan fee, seat charges and add-ons. The cheapest WhatsApp Business API for you is the one with the lowest total of those four lines at your volume. For most businesses sending more than a few thousand marketing messages a month, the per-message markup matters more than the plan fee.
Step 1: know the floor, Meta's rates for India
Every official WhatsApp Business API message in India is priced by Meta. Here is the floor from Meta's INR rate card effective 1 October 2026:

India's rates did not change in the 1 October 2026 update, but two billing rules did: service messages beyond the free 1,000 per number per month are now charged, and utility templates sent inside an open 24-hour service window are charged too. These figures exclude GST. No provider should be able to charge you less than this for the messages themselves.
Step 2: find what the provider adds
Providers in India make money in one or more of these ways:
- Per-message markup. The provider bills messages on its own rate card, above Meta's rate.
- Plan fee. A monthly or annual subscription for the software.
- Seats. A price per extra agent or user.
- Add-ons. Chatbots, AI agents, integrations, extra numbers, faster sending.
A provider can look cheap on one line and expensive on another. A "free" plan with a markup on every message can cost more than a paid plan with no markup once you send regularly.
Real examples from public pricing pages (27 Sep 2026)
- AiSensy lists ₹1.09 per marketing message and ₹0.145 per utility or authentication message for Indian users on its pricing page. Its page did not clearly say whether GST is included. See our AiSensy pricing breakdown.

Step 3: use the total cost formula
Monthly cost = plan fee + extra seats + add-ons + (marketing volume × provider marketing rate) + (utility volume × provider utility rate) + service charges + GST
Then compare the result, not the headline price.
Worked example: a growing D2C brand
Monthly volume: 20,000 marketing and 8,000 utility messages, 2 users.

Provider A's plan is cheaper by ₹1,499, but its bill is higher by about ₹3,279 a month at this volume. Note the caveat: if Provider A's per-message rate already includes GST, add GST to Provider B's Meta figures before comparing. The point is the method, not a specific vendor.
When the plan fee matters more
If you send only a few hundred marketing messages a month, the plan fee dominates, and a low-fee or free plan may be cheapest even with a markup. Run the formula at your real volume, and again at the volume you expect in 6 months.

What about "free" WhatsApp API?
Two things are genuinely free:
- Meta's free allowances: 1,000 service messages per business phone number per month from 1 October 2026, and free entry point windows when a customer arrives from a Click-to-WhatsApp ad and you reply within 24 hours.
- Going direct on Meta's Cloud API has no provider fee, but you build and host your own inbox, templates tooling and automations.
Free platform plans exist, but check whether broadcasting is included and what the message rate is.
