Meta’s messaging limits apply to business-initiated messages outside the customer-care window — unique WhatsApp users in a moving 24-hour period. They are set at the business portfolio (shared across numbers), not as a WatsBerry “plan cap.”

- The old per-number
messaging_limit_tier field is deprecated. Ask for whatsapp_business_manager_messaging_limit.
- Scaling usually needs business verification and high-quality template sends. Meta has described paths such as verification or a volume of delivered outside-window messages over a moving period — confirm the current threshold on Meta’s page.
- Automatic increases typically want healthy quality and meaningful use of your current cap (Meta has described a “about half the limit in the last 7 days” pattern). Treat that as verify, not a WatsBerry SLA.
WatsBerry pricing “unlimited messages” means no extra WatsBerry send cap on the plan — it does not bypass Meta tiers, throughput (default tens of messages per second per number), or quality holds.
Throughput and template pacing are additional Meta controls. A campaign that “worked yesterday” can stall today because the portfolio hit the unique-user cap, not because the API is down.
