WhatsApp Template Paused? Quality Ratings, Pacing and How to Recover (2026 Guide)
Why WhatsApp pauses templates (low quality, 3h then 6h, then disabled), how pacing and error 132015 work, and a step-by-step plan to recover and stay green.

Quick answers
- Why was my WhatsApp template paused?
- Meta pauses a template automatically when it reaches the lowest quality rating (Active - Low quality, or RED in the API). Ratings drop when many recipients block or report the business, or when read rates are low.
- How long does a WhatsApp template stay paused?
- Meta says the first pause lasts 3 hours and the second 6 hours. On the third instance the template is disabled. A template paused during template pacing must be manually unpaused.
- How do I unpause a WhatsApp template?
- It unpauses automatically after the pause duration. Meta also lets you unpause manually via a link in WhatsApp Manager or a POST request to the template's unpause endpoint. Fix the cause first, or it may be paused again.
Short answer
WhatsApp automatically pauses a template when its quality rating drops to Low (RED), based on blocks, reports and low read rates. First pause: 3 hours. Second: 6 hours. Third: disabled. Under template pacing, Meta can also hold messages from new or not-yet-green marketing and utility templates; if feedback is poor, the template is paused and held messages fail with error 132015. You're not charged for paused sends. Fix who you send to and what you say before you unpause.
How template quality ratings work
Every approved template has a quality rating based on usage, customer feedback and engagement. Per Meta's template quality docs:
| WhatsApp Manager label | API value | Meaning | Can send? |
|---|---|---|---|
| Active – Quality pending | UNKNOWN | No feedback yet (all new templates start here) | Yes |
| Active – High quality | GREEN | Little or no negative feedback | Yes |
| Active – Medium quality | YELLOW | Negative feedback from multiple users or low reads | Yes, but watch it |
| Active – Low quality | RED | Same, worse, and at risk of pausing | Yes, briefly |
| Paused | n/a | Paused automatically | No |
| Disabled | n/a | Disabled after repeat pauses | No |
The two signals that matter most: people blocking or reporting you after a message, and people not reading it.
The pause ladder
From Meta's template pausing docs:
- 1st time Low quality → paused 3 hours
- 2nd time → paused 6 hours
- 3rd time → disabled
While paused:
- The API rejects sends using that template.
- You aren't charged, and attempts don't count against your messaging limit.
- Other templates keep working from the same number. But Meta warns that consistently low-quality templates can eventually affect the phone number.
- You get a WhatsApp Manager notification, an email and a webhook.
After the pause ends, the template returns to Active, and its rating resets based on the most recent feedback.
Template pacing (why messages are "held")
Template pacing is Meta's early-warning system:
- Applies to marketing and utility templates that are new, just unpaused, or not rated GREEN.
- For utility templates, pacing applies only after you've had a utility template paused, and then for 7 days.
- Meta sends normally up to an unspecified threshold, then holds the rest (
message_status: held_for_quality_assessment) while it collects feedback. - Good feedback → held messages are released.
- Bad feedback → template paused, held messages dropped with error 132015, and admins are notified.
- Meta says its goal is that even paced campaigns are delivered within an hour (99th percentile) if no decision is reached.
Practical meaning: a new marketing template sent to 50,000 people won't blast all 50,000 instantly if early recipients react badly. That protects your number.
Step-by-step recovery plan
- Stop automations that use the paused template (abandoned-cart flows, drip campaigns).
- Find the cause. Ask: who received this? Did they opt in recently? Was it relevant? How often have they heard from us this week?
- Fix targeting first. Narrow to recent buyers, recent chatters or people who explicitly asked for offers. Remove anyone who hasn't engaged in 90+ days.
- Fix the content. Lead with value, name your business in the first line, cut hype and emojis, add a clear opt-out ("Reply STOP" or a "Stop promotions" button).
- Decide: unpause or rebuild. Unpause (WhatsApp Manager link or API) only if the targeting was the problem. If the content was, edit the template. Edits go back to review.
- Restart small. Send to 5–10% of the segment, watch the rating for a day, then scale.
- If it's been disabled, Meta says you can edit it and resubmit for approval.
Example (hypothetical)
A Hyderabad kurta brand sent its "End of season sale" template to all 40,000 contacts collected over four years, and it was paused within hours. A better restart: edit the copy to name the brand and the actual discount, and send only to the 6,000 people who bought or chatted in the last 90 days. Then watch the rating for a day before sending to the next group.
Why Indian businesses get paused (and the fix)
| Common cause | Better approach |
|---|---|
| Uploading a purchased or scraped contact list | Message only people who opted in to your business (Meta's opt-in rules require it) |
| Same promo to entire database every day during a sale | Segment by interest; cap at 2–3 marketing messages a week |
| Generic "Dear customer" offers | Personalise with first name and something they bought or booked |
| No way to opt out | Add a quick-reply "Stop promotions" button and honour it |
| Sending at 11 pm | Send in daytime hours your audience is awake |
| Clinic sending offers to every past patient | Keep clinical reminders (utility) separate from promotions; ask before promoting |
Templates vs your number's quality rating
Template quality and phone number quality are related but different. Repeated low-quality templates can drag down the number's rating, and that affects your messaging limit scaling. Meta's policy enforcement page also describes stronger actions for policy violations. Treat a paused template as an early warning.
Monitoring that actually helps
- Turn on alerts for template status and quality webhooks, sent to Slack or email.
- Check reads, not just deliveries. Low read rates count against you.
- Check block/opt-out replies after each campaign.
- Rotate creative. The same template sent for months to the same people tends to wear out.
Where WatsBerry fits
WatsBerry is opt-in only, runs template campaigns on the official Cloud API, and can send Slack alerts so your team hears about issues quickly. Ask me which template-quality events are covered today. Meta bills WhatsApp usage to your own payment method (0% markup on Meta's per-message rates), and WatsBerry charges a separate platform plan (₹1,599 / ₹2,999 / ₹5,999 per month + GST). No platform can guarantee a template won't be paused. Good targeting is what keeps you green.

Frequently asked questions
Why was my WhatsApp template paused?
Meta pauses a template automatically when it reaches the lowest quality rating (Active - Low quality, or RED in the API). Ratings drop when many recipients block or report the business, or when read rates are low.

How do I unpause a WhatsApp template?
It unpauses automatically after the pause duration. Meta also lets you unpause manually via a link in WhatsApp Manager or a POST request to the template's unpause endpoint. Fix the cause first, or it may be paused again.
What is error 132015 on WhatsApp?
It's what held messages fail with when a paced template gets poor feedback and is paused. Meta drops those held messages and notifies admins by Business Suite notification, WhatsApp Manager banner and email.
Am I charged for messages sent with a paused template?
No. Meta says you aren't charged for attempting to send a paused template and the attempt doesn't count against your messaging limit, but the API rejects those sends, so pause automated campaigns that use it.
Does a paused template affect my phone number?
Not at first. Other high-quality templates can keep sending. But Meta warns that if a business consistently sends templates that reach Low quality, the phone number may eventually be affected.
