    The short answer for D2C and retail CX

    A shopper DMs “Where is my order?” Your agent replies in plain language. While the chat is open, your system may also send an order-status utility template.

    As of 1 October 2026, both outbound messages can appear as Meta charges. India’s list rates did not jump overnight. What changed is that service replies and in-window utility templates - the backbone of retail CX on WhatsApp - are no longer free.

    What is new on 1 Oct (not a rate hike for India): service messages after 1,000 free / phone / month; utility inside an open 24h window now charged; marketing / out-of-window utility / authentication rates unchanged.

    Eligible India Messaging accounts must be on INR billing by 31 December 2026.

    Playbook for retail marketers and CX leads

    1. Lean on Click-to-WhatsApp + the 72h free window.
    Reply within 24 hours to CTWA / Page CTA chats. Marketing, utility, auth, and service stay free in that FEP window. Guide: CTWA ads in India.

    2. Don’t double-send inside an open chat.
    A service reply and an in-window utility template can both cost ₹0.1150. Prefer one clear update.

    3. Check every template’s category.
    A “utility-looking” template classified as marketing costs ₹0.8631 - roughly 7.5× the utility rate. See marketing vs utility.

    4. Map service volume per phone number.
    The 1,000 free service messages are per business phone number, monthly, no rollover.

    5. Remember: this is not an India marketing rate hike.
    Broadcasts were already charged. October is about conversation economics.

    Finance: payment method and INR billing

    Meta asked for a payment method in Billing Hub by 30 September 2026. That date has passed. As of 1 October, Meta charges for service beyond the free tier - and without a payment method, Meta can stop delivering paid service messages.

    If you missed it: add a method now for every WABA. Confirm in writing if a Solution Provider pays Meta on your behalf.

    Also calendar 31 December 2026: eligible India accounts need INR Messaging billing, or Meta may stop delivering for non-INR accounts from 1 January 2027.

    When the first October invoice lands, reconcile the new service line (after 1,000 free), in-window utility that used to be ₹0, and marketing / out-of-window utility / auth (should match prior India rates). Taxes as on Meta’s invoice.
