    What changed - and what did not - for India

    1. Service messages are chargeable after the free tier (1,000 per phone number / month; no rollover).
    2. Utility templates inside an open 24-hour window are charged at the utility rate (they had been free since 1 July 2025).
    3. India INR list rates are unchanged on the card effective 1 October 2026.

    What did not change: when you can send each type; the per-message model (since 1 July 2025); volume tiers for utility and authentication; and the 72-hour free entry point from Click-to-WhatsApp ads or Facebook Page CTAs (if you reply within 24 hours).

    You need a payment method in Meta’s Billing Hub. Without one, Meta can stop delivering paid service messages once the free tier is used. Eligible India accounts must move Messaging accounts to INR billing by 31 December 2026.
