Cloud API vs Marketing Messages API for WhatsApp: optimized delivery and max price

    Quick answers

What is the Marketing Messages API for WhatsApp?
It is Meta’s official API route for WhatsApp marketing templates. Businesses send marketing messages to the /marketing_messages endpoint and Meta optimizes delivery toward people more likely to find them relevant, while keeping the same billing model as Cloud API.
How is the Marketing Messages API different from Cloud API?
Both are official Meta APIs. Cloud API sends every category (marketing, utility, authentication, service) at fixed published rates. MM API is for marketing templates and adds optimized delivery, time-to-live, richer formats such as GIFs, performance benchmarks, and an optional max price so the price can vary per message.
What does WhatsApp max price do?
Max price lets a business cap what it will pay per marketing message sent through MM API. Per Meta, marketing on Cloud API is fixed at published rates, while on MM API the price can vary per message if the business uses max price. Meta has been changing how max price is configured during 2026, so confirm the current setup in Meta’s developer docs.

How to test the WhatsApp Marketing Messages API without wasting budget

    1. 1

      Clean the opt-in list

Remove numbers without clear WhatsApp opt-in, contacts who blocked or ignored you for months, and duplicates. Optimized delivery rewards relevant audiences.

    2. 2

      Separate marketing from utility

Keep order and booking updates as clean utility templates. Route only genuine promotions through the marketing path so cost reporting stays honest.

    3. 3

Route one campaign type through MM API

Start with a recurring send such as a weekly new-arrivals or monthly re-engagement message. Reuse the same phone number and marketing templates.

    4. 4

Test a max price on one segment

Cap the price for lapsed customers and send recent buyers at the normal rate. Compare reads, clicks, orders, or bookings per rupee, not just delivered count.

    5. 5

      Set time-to-live on offers

Give flash-sale and festive messages a time-to-live so an offer that has ended is not delivered late and billed.

    Direct answer

The Marketing Messages API (MM API) for WhatsApp is Meta’s official route for marketing templates. Per Meta’s MM API overview, it offers "a similar technical schema and same billing model as Cloud API", reuses your existing phone numbers and marketing templates, and adds automatic delivery optimization, time-to-live, richer formats such as GIFs, performance benchmarks, and tailored recommendations.

On Meta’s pricing page, marketing on Cloud API is "fixed, per published rates", while on MM API the price "can vary per message if businesses choose to use the max price feature".

For Indian brands sending promotions to a few thousand or more opted-in customers a month, MM API is worth testing: it is designed to get more reads and clicks per rupee, not to send more messages.

Why marketing spend matters more after October 2026

From 1 October 2026, Meta charges service replies after 1,000 free per business phone number per month and charges utility templates sent inside an open 24-hour window. India’s published marketing rate stayed at ₹0.8631 per delivered message (ex-tax), about 7.5 times the ₹0.1150 utility, authentication, and service rate. Full breakdown: WhatsApp pricing change India, 1 October 2026.

So when the total bill rises, marketing is usually still the largest line. The useful question is not "send fewer campaigns?" but "get more outcomes for each marketing rupee?" That is the problem MM API targets.

Cloud API vs Marketing Messages API

Cloud API Marketing Messages API for WhatsApp
Run by Meta (official) Meta (official)
Categories Marketing, utility, authentication, service Marketing templates
    Endpoint /messages /marketing_messages
Delivery Standard Optimized toward people likely to engage
Marketing price Fixed published rate per market Same billing model; can vary per message with max price
Extras None specific to marketing Benchmarks, recommendations, GIFs, time-to-live, creative optimizations (in testing)
Numbers and templates Existing Same numbers and marketing templates

Keep utility, authentication, and service traffic on Cloud API. MM API is an upgrade for the marketing line only. Category definitions: marketing vs utility templates in India.

What optimized delivery means in practice

With a standard send, every opted-in contact on a 20,000-person list is treated the same. With MM API, Meta uses its engagement signals to prioritise delivery to people more likely to find the message relevant.

Meta’s footnote: an A/B test of roughly 12 million delivered marketing messages from advertisers in India (1 to 31 January 2025) compared MM API optimized delivery with standard Cloud API delivery for high-engagement messages and found more reads and clicks (source). That is Meta’s figure, not a WatsBerry result, and it applied to high-engagement messages only.

    Two consequences:

Max price: pay what a message is worth to you

On Cloud API, a marketing message to an Indian number costs the published INR rate. With max price on MM API, the price can vary per message and you set a ceiling.

Think of it like a bid cap in Meta Ads. A festive-sale message to a customer who has not bought in a year may be worth less to you than the same message to a five-time buyer. Max price lets spend reflect that instead of paying the full rate for everyone.

Configuration is still moving. During 2026 Meta has been moving max price to a newer optimization-based configuration and retiring the earlier bid-based setup. If a developer or vendor configured max price for you earlier in the year, ask them to confirm it matches Meta’s current docs. Treat max price as something to test, not a guaranteed saving.

When MM API and max price make sense

    Good fit

    1. Recurring campaigns at volume: weekly drops, Diwali or end-of-season sales, monthly re-engagement for clinics and salons.
    2. Customers with very different value to you (first-time browser vs repeat buyer).
    3. You measure outcomes beyond "sent": clicks, orders, bookings, replies. Retargeting ideas: reorder and win-back on WhatsApp.

    Poor fit

    • A handful of marketing messages a month. The setup effort outweighs the saving.
    • Time-critical messages that must reach everyone. If it is genuinely transactional, it belongs in a utility template on Cloud API, not marketing.

The cost layer most guides skip: markup

Many WhatsApp platforms resell messages through a wallet and add a percentage on top of Meta’s rate. Markups of up to roughly ~35% are common market practice (not a live competitor rate card; verify each vendor’s current pricing).

If optimized delivery or a max price lowers your effective rate but your provider adds a fixed percentage on every message, part of the saving goes to the provider, and that share grows with volume. Worked maths: 0% markup on WhatsApp marketing in India. Three-layer explainer (Meta rate, platform fee, markup): per-message Meta billing vs BSP fees.

    Where WatsBerry fits

WatsBerry (Furiq Technologies, Chennai) is a Meta Verified Technical Provider on the official Cloud API, connected with Embedded Signup.

    • 0% markup on WhatsApp marketing. Meta bills usage to your own payment method at Meta’s published rates, so any saving from better targeting stays with you.
    • Campaigns with outcomes, not just sends. Shopify-connected broadcasts report delivery, open, click, and purchase, so you can judge cost per order.
    • Category hygiene. Order alerts and booking reminders run as utility flows; campaigns and cart recovery run as marketing.
