The decision in one screen

Indian operators search WhatsApp marketing vs utility message because the category you submit decides both policy risk and Meta’s line item.

This is not WatsBerry inventing types. Meta reviews template category. WatsBerry syncs what WhatsApp Manager approves and bills a platform plan + wallet on top. We do not settle Meta’s invoice.

Category Job Typical India examples Cost posture (verify Meta)
Marketing You started it to promote, win back, or upsell Offers, broadcasts, most abandoned-cart nudges, “we miss you” Highest template band on the India card
Utility An update the user should expect about an existing activity Order confirmed, shipped, out for delivery, appointment reminder if Meta accepts that copy as utility Far below marketing on public India snapshots
Authentication One-time codes Login / checkout OTP Domestic auth often sits near utility; international auth is a separate, higher band
Service Free-form chat after the user messages you Inbox, CTWA replies, support Historically inside the open customer-care window — confirm live Meta rules

Disclaimer: Any rupee band you see on WatsBerry is a planning range or a snapshot, not Meta’s official live rate card. Always verify Meta’s WhatsApp pricing docs and the India snapshot on pricing. Full worksheet: WhatsApp Business API pricing in India 2026.

When to use marketing

Use marketing when the message would feel like outreach if it arrived without a pending order:

  • Campaigns and festive offers.
  • List broadcasts to opted-in subscribers.
  • Most abandoned cart “you left items” nudges — our Shopify cart playbook treats first-touch recovery as marketing unless Meta has approved a truly transactional follow-up.
  • Win-back and replenishment (“your pot is about to run out”) when it is not a shipping event.
  • Click-to-WhatsApp follow-up after the 24-hour window if you are promoting, not confirming an order they already placed.

Keep copy factual, include a real opt-out path, and stay off unofficial blast tools (official vs unofficial). Marketing is allowed; spam is how quality rating dies.

Create and sync from Templates. Category is chosen at submission — do not “fix” a marketing idea by labelling it utility.

When to use utility

Use utility when the user already started a transaction or appointment and the message is an update they asked for by acting:

  • Order placed, packed, shipped, delivered.
  • Payment link for an already created order — not a cold cart.
  • COD confirm / cancel on an order you are about to dispatch (pairs with WatsBerry order alerts).
  • Appointment or class reminder that Meta’s reviewer accepts as utility (sample data must show a real booking).

Not utility (even if you wish it were):

  • “Complete your checkout” with a discount.
  • “New stock just dropped.”
  • “Rate us 5 stars for a coupon.”
  • A CTWA click with no order yet.

If the reviewer recategorises you to marketing, that is Meta protecting the utility rate — budget the marketing band rather than fighting the taxonomy in production.

Cost implications (India) — verify the rate card

On official Cloud API you model category × delivered templates × recipient country, then GST, then the WatsBerry plan.

Public India 2026 planning bands we already publish (ex-GST, not a quote): marketing roughly ₹0.75–₹1.00 per delivered template; utility and domestic auth often ₹0.10–₹0.15. Those snapshots drift. Open Meta’s current India card before you lock a media + messaging budget.

Why the mix matters

  • 10,000 marketing deliveries sit on a different rupee row than 10,000 utility deliveries. The 2026 guide works both volumes as examples — do not treat the worksheet as your invoice.
  • Shifting genuine shipping updates into approved utility templates is legitimate. Dressing a sale as “order update” is how templates get paused.
  • CTWA and inbox replies inside the care window are usually not marketing-template events. The expensive mistake is exporting those chats to a CSV and blasting them as marketing the next morning.
  • Recipients outside India use that country’s rate, not the India row.

WatsBerry wallet markup is a percentage of Meta’s category rate and is lower on higher plans. Inbox replies inside the window are free on the wallet side. Dual-bill explainer: how billing works. Plan cards: pricing.

Frequently asked questions

Is a cart-recovery WhatsApp cheaper if I submit it as utility?

Usually no — and it is a policy risk. An unpaid checkout reminder is typically marketing. Utility is for updates tied to a transaction Meta’s category rules allow. Submit honestly; a rejected or recategorised template is more expensive than the paise you hoped to save.

What are official Meta rates for marketing vs utility in India?

We do not quote a locked official rate. Public India snapshots have shown marketing far above utility (planning bands on /resources/whatsapp-business-api-pricing-india-2026). Verify the live India amounts on Meta’s WhatsApp pricing documentation and the snapshot on /pricing before you budget.

Do inbox replies count as marketing?

Free-form replies inside the customer-care window are a service conversation on Meta’s card — historically not billed like a marketing template. WatsBerry does not charge wallet markup on those inbox replies. Confirm current Meta rules; the card can change.
