WhatsApp Utility Template Guidelines (2026): Utility vs Marketing Wording, With Rewrites. Guide from WatsBerry.

    Quick answers

What makes a WhatsApp template utility instead of marketing?
Meta requires utility templates to be non-promotional and either specific to or requested by the user, such as an order, account, booking or transaction update, or essential to the user, such as a safety or fraud alert. If the message promotes, recommends, upsells, cross-sells, offers a discount or pushes a renewal, it is marketing.
Why did Meta change my utility template to marketing?
WhatsApp validates the category against the content. Since April 9, 2025, if you submit a template as utility and WhatsApp determines it is marketing, it is approved as marketing. Common triggers are coupon codes, 'you may also like', renewal pushes, generic feedback surveys and vague text like 'Congratulations!'.
Is a payment reminder a utility template?
A reminder about a specific upcoming payment for a service the user already has, like 'your monthly payment for {{service}} will be billed on {{date}}', is listed by Meta as utility. A reminder that pushes the user to renew or upgrade with an offer is marketing.

    Short answer

A WhatsApp utility template must be non-promotional. It must also be either specific to or requested by the user (their order, booking, account or payment) or essential to them (safety, fraud, outage). Add a coupon, a "you might also like", a renewal push or vague text, and Meta treats it as marketing. Since April 9, 2025, Meta approves a miscategorized utility template as marketing rather than rejecting it. In India that's ₹0.8631 vs ₹0.115 per message from October 1, 2026.

    The two-part utility test

Meta's template categorization guidelines say a utility template must meet both of these:

    1. Non-promotional. No promotional or persuasive intent.
    2. Specific or essential. Either:
      • specific to or requested by the user (clearly about their order, account, service or transaction), or
      • essential or critical to the user (public safety, fraud alerts, product recalls, legal or privacy notices).

Meta lists the utility use cases as:

    • Opt-in management: confirming opt-in or opt-out
    • Order management: confirm, update or cancel an order
    • Account alerts: balance, upcoming billing, plan usage, profile completion
    • Feedback surveys: only when tied to a specific order or interaction
    • Continuing a conversation the user asked to move to WhatsApp

Meta also says templates with mixed content (utility plus promo) and templates with unclear content (just {{1}} or "Congratulations!") are marketing.

    12 before/after rewrites

    # Before (likely marketing) Why After (utility)
1 "Order {{order_id}} confirmed! Use code NEXT10 for 10% off your next buy." Discount "Order {{order_id}} is confirmed. We'll message you when it ships."
2 "Your order has shipped! Check out our new arrivals." Cross-sell "Order {{order_id}} has shipped with {{courier}}. Expected by {{date}}."
3 "We'd love your feedback! Rate us." Generic survey "Your order {{order_id}} was delivered. Tap below if anything was wrong with it."
4 "Your subscription expires {{date}}. Renew now and save 20%!" Renewal push with offer "Your {{plan_name}} plan ends on {{date}}. You can view your plan details below."
5 "Appointment confirmed! Ask about our skin packages." Upsell "Your appointment with {{doctor}} is confirmed for {{date}}, {{time}}."
6 "Congratulations!" Unclear content "Your booking {{booking_id}} for {{service}} on {{date}} is confirmed."
7 "You left items in your cart, complete your order." Retargeting is marketing by definition Keep as marketing. There is no utility version.
8 "Your refund is processed. Shop again with ₹100 off!" Offer "Your refund of ₹{{amount}} for order {{order_id}} has been processed."
9 "Hi {{name}}, it's been a while! Book your next haircut." Re-engagement Keep as marketing.
10 "Fee due {{date}}. Enrol in our crash course too!" Cross-sell "The {{installment}} fee of ₹{{amount}} for {{course}} is due on {{date}}."
11 "Your COD order is placed. Pay online now and get ₹50 cashback!" Incentive "Please confirm your cash on delivery order {{order_id}} of ₹{{amount}}."
12 "Thanks for visiting! Here's what's new this month." Promotional "Thanks for visiting {{store}} on {{date}}. Tap below to share feedback on your visit."

Rewrites 7 and 9 matter as much as the others. Some messages are always marketing. Cart reminders, "we miss you" nudges and loyalty greetings sit under marketing in Meta's own examples, even when the user showed intent. Don't fight it. Price it in.

Why this matters more after October 2026

Meta's pricing page shows INR list rates for Indian numbers from October 1, 2026:

    Category Per message
    Marketing ₹0.8631
    Utility ₹0.115
    Authentication ₹0.115
Service (after 1,000 free per number per month) ₹0.115

A hypothetical Chennai D2C brand sending 40,000 order and shipping updates a month pays about ₹4,600 if they stay utility. If a sneaky "use code NEXT10" turns them into marketing, that's about ₹34,524. Same messages, roughly ₹30,000 a month more.

Utility messages sent inside an open 24-hour customer service window are also charged again from October 1, 2026 (they were free from July 2025). Meta's non-template pricing page explains the change. Utility and authentication also get volume tiers, so clean utility traffic gets cheaper per message at scale.

Where to put the promotion instead

You don't have to give up the upsell. Move it:

    1. Send it as a separate marketing template, to users who opted in to offers, with a "Stop promotions" button.
    2. Reply inside the conversation. If the customer messages you, your free-form reply is a service message (one charge, at the service rate). Meta's non-template pricing page says promotional content in a non-template reply doesn't add a marketing charge. Keep it relevant to what they asked.
    3. Use Click-to-WhatsApp ads. Messages inside the free entry point window aren't charged.
    4. Put it on the order page or packaging, not in the WhatsApp update.

What to do when Meta reclassifies your template

    1. Check the approved category, not just "approved". WhatsApp Manager shows when a utility template was approved as marketing.
    2. Decide quickly. If the change is right, budget for it. If it's wrong, request a review.
    3. Request a category review within 60 days of creation, or of the date it was updated to marketing.
    4. Or rewrite and create a new template using the patterns above. It goes through normal template review, which Meta says takes up to 24 hours.
    5. Watch existing templates. Meta's guide says categories can be updated automatically for templates already in production, with notice. Keep an eye on emails and webhooks.

Special cases Indian businesses ask about

    • Payment reminders: "Your monthly payment for {{service}} will be billed on {{date}}" is a Meta-listed utility example. "Pay now to avoid losing your discount" isn't.
    • Delivery delay with compensation: Meta lists "we apologise for the delay… we have deposited a {{credit}}" under marketing (retargeting). A delay notice without the credit can stay utility.
    • Warranty activation: listed as utility (account or product protection).
    • Privacy policy update: listed as utility (legal or regulatory). Useful when you update notices under the DPDP Rules, 2025.
    • Clinic camp invitations: health awareness can count as essential in narrow public-service cases. A paid package offer is marketing.

    Where WatsBerry fits

WatsBerry runs template campaigns and automations on the official Cloud API, covering Shopify order and shipping alerts and Google Calendar booking reminders, the kinds of messages that should stay utility. If you're unsure whether a draft will be categorised as utility or marketing, send it to me and I'll give you my honest read. Meta bills WhatsApp usage to your own payment method (0% markup on Meta's per-message rates), and WatsBerry charges a separate platform plan (₹1,599 / ₹2,999 / ₹5,999 per month + GST).
