Quick answers
- Is WhatsApp cheaper than SMS in India?
- For utility and authentication messages, usually yes: Meta's India list rate is ₹0.115 per delivered message from October 1, 2026, while SMS commonly costs ₹0.16 to ₹0.25 per segment. For promotions, SMS is usually cheaper because WhatsApp marketing messages cost ₹0.8631 at Meta's list rate.
- Is WhatsApp OTP cheaper than SMS OTP in India?
- At list rates, a WhatsApp authentication message to an Indian number costs ₹0.115 versus roughly ₹0.16 to ₹0.25 per SMS on public rate cards, plus GST in both cases. WhatsApp only works if the user has WhatsApp, so keep SMS as a fallback.
- Do I need DLT registration for WhatsApp messages?
- DLT registration under TRAI's rules applies to commercial SMS and voice on telecom networks in India, not to WhatsApp. WhatsApp templates are approved by Meta instead. If you send both, you need DLT for SMS and Meta template approval for WhatsApp.
Short answer
From October 1, 2026, Meta's India list rates are ₹0.115 per delivered WhatsApp utility or authentication message and ₹0.8631 per marketing message (excluding taxes). A large SMS provider, MSG91, listed ₹0.25 down to ₹0.16 per SMS + 18% GST on October 11, 2026, and SMS is charged per segment (160 characters, or 70 for Hindi/Unicode). So WhatsApp is usually cheaper for alerts and OTPs to WhatsApp users, SMS is cheaper for promotions, and SMS still reaches every phone. Many businesses use WhatsApp first, SMS fallback.
The numbers side by side
| Message type | WhatsApp (Meta list rate, India) | SMS (MSG91 public rate card) |
|---|---|---|
| Transactional alert (order, booking) | ₹0.115 (utility) | ₹0.16–₹0.25 per segment |
| OTP | ₹0.115 (authentication) | ₹0.16–₹0.25 per segment |
| Promotion | ₹0.8631 (marketing) | ₹0.16–₹0.25 per segment |
| Reply to a customer who messaged you | Free up to 1,000/number/month, then ₹0.115 (service) | Each SMS charged |
| Taxes | Plus applicable GST | Plus 18% GST |
Sources: Meta's WhatsApp pricing page (INR rate card effective October 1, 2026) and MSG91's SMS pricing page (India-to-India, checked October 11, 2026). SMS rates vary by provider, route and volume. For comparison, Twilio's India page lists US$0.0832 per outbound segment, so check the vendor you'd actually use.
Notes:
- Meta's rates are list rates. Volume tiers can lower utility and authentication rates at high volume.
- Some WhatsApp providers add a markup to Meta's rates. Compare what you pay per message.
- Messages in a Click-to-WhatsApp ad free entry point window aren't charged.
Worked examples (hypothetical)
1. Clinic reminders (Chennai, 2,000/month, Tamil + English, ~180 characters)
| WhatsApp utility | SMS at ₹0.18/segment | |
|---|---|---|
| Segments | 1 message | 3 segments (Unicode) |
| Cost per reminder | ₹0.115 | ₹0.54 |
| Monthly cost | ₹230 | ₹1,080 |
2. D2C order alerts (English, 10,000/month, ~140 characters)
| WhatsApp utility | SMS at ₹0.17 | |
|---|---|---|
| Cost per alert | ₹0.115 | ₹0.17 |
| Monthly cost | ₹1,150 | ₹1,700 |
3. Festive promotion (50,000 opted-in customers)
| WhatsApp marketing | SMS at ₹0.16 | |
|---|---|---|
| Cost per message | ₹0.8631 | ₹0.16 |
| Total | ₹43,155 | ₹8,000 |
Taxes excluded throughout. WhatsApp marketing costs more per send, but it carries images, carousels, buttons and two-way chat. Whether it's worth it depends on your revenue per message, which you should measure, not assume.
Beyond price: what you get
| WhatsApp Business Platform | SMS | |
|---|---|---|
| Reach | WhatsApp users only | Every mobile phone |
| Format | Text, images, video, documents, buttons, carousels, Flows | Text only |
| Two-way | Yes, a natural chat | Possible, but rarely used |
| Sender identity | Display name, logo, optional blue tick | Header like XY-BRANDS-T |
| Approval | Meta template review (up to 24h) | DLT entity, header and template registration |
| Read receipts | Delivered + read statuses | Delivery reports only |
| Consent rules | Meta opt-in policy + DPDP Act | TRAI TCCCPR (DLT, preferences) + DPDP Act |
DLT and regulation (SMS only)
Commercial SMS in India must follow TRAI's TCCCPR framework: registering your business entity, sender headers and templates on DLT platforms. TRAI's advice to senders explains the requirements. The 2025 amendment added standard header suffixes such as -P (promotional), -S (service), -T (transactional) and -G (government). DLT doesn't apply to WhatsApp, where Meta's template approval and opt-in rules apply instead.
When to use which
- OTPs: WhatsApp authentication first for users on WhatsApp; SMS fallback if undelivered within a few seconds.
- Order and booking updates: WhatsApp utility (cheaper, richer, two-way); SMS for critical updates if WhatsApp fails.
- Promotions: WhatsApp for your engaged, opted-in audience where rich media drives sales; SMS for broad, low-cost reminders.
- Support: WhatsApp. Customers reply, and service messages are free up to 1,000 per number per month.
Setting up WhatsApp first, SMS fallback (step by step)
- Collect consent for both channels at checkout or booking, separately for WhatsApp and SMS.
- Get WhatsApp templates approved for each alert (order confirmed, shipped, appointment reminder, OTP).
- Keep matching DLT templates for the same alerts on your SMS provider.
- Send WhatsApp first. Listen for the delivery status webhook.
- Fall back to SMS only if WhatsApp returns a failure (for example, the number isn't on WhatsApp) or isn't delivered within your time limit. For OTPs that might be 10–30 seconds; for order updates, a few minutes.
- Don't double-send. If WhatsApp is delivered, skip the SMS, or you pay twice.
- Review monthly: % delivered on WhatsApp, % fallen back to SMS, total cost per alert.
Total cost isn't just per-message price
Add these when comparing:
- Platform fees: your WhatsApp platform plan and your SMS provider's fees or minimum recharge.
- Markups: some WhatsApp providers charge above Meta's rates. Some SMS rates exclude DLT scrubbing or other fees.
- Team time: two-way WhatsApp chats need someone (or a chatbot) to answer.
- Conversion value: a cheaper message that nobody reads isn't cheaper.
Where WatsBerry fits
WatsBerry is a WhatsApp-first platform on the official Cloud API, with a shared inbox, template campaigns, Shopify and booking automations. If you need SMS fallback, keep a DLT-registered SMS provider alongside it. Meta bills WhatsApp usage directly to your own payment method at Meta's rates (0% markup), and WatsBerry charges a separate platform plan (₹1,599 / ₹2,999 / ₹5,999 per month + GST). There's no "free WhatsApp", and no markup on Meta's rates either.

DLT registration under TRAI's rules applies to commercial SMS and voice on telecom networks in India, not to WhatsApp. WhatsApp templates are approved by Meta instead. If you send both, you need DLT for SMS and Meta template approval for WhatsApp.
Why does my SMS cost more than the quoted rate?
SMS is charged per segment. A standard SMS segment holds 160 GSM characters, or 70 Unicode characters for scripts like Hindi or Tamil, and longer messages are split into multiple charged segments. Add 18% GST and any provider fees.
Should I replace SMS with WhatsApp completely?
Usually not. WhatsApp gives richer, two-way messages and is cheaper for utility and OTPs, but SMS reaches every mobile phone. A common approach is WhatsApp first for opted-in users, with SMS fallback for undelivered or critical messages.
