WhatsApp API Credit Line vs Your Own Card: How Meta Billing Works in India (2026)
Credit line or your own card? How WhatsApp Business API billing works in India: who Meta invoices, wallets, GST and TDS, INR migration, and how to choose.

Quick answers
- What is a credit line in WhatsApp Business API?
- It is a line of credit Meta extends to a Solution Partner. The partner shares it with client WhatsApp Business Accounts, receives one aggregated invoice from Meta, and is liable for all spend by those clients. The partner then bills the clients, usually through a wallet.
- Is it better to use my own card or my BSP's credit line?
- Your own card gives you Meta's invoice, Meta's rates and full visibility into each charge. A partner credit line can be simpler if you prefer one bill or prepaid control, but usually includes a per-message markup. Compare total cost and who owns the billing relationship.
- Why does my BSP ask me to recharge a wallet?
- If your provider pays Meta through its credit line, it is taking on the risk of your spend. A prepaid wallet protects it. Check whether the wallet rate equals Meta's rate card or includes a markup, and what happens to an unused balance.
Short answer
There are two main ways to pay for WhatsApp Business API usage in India. On a Solution Partner's credit line, Meta invoices the partner, who is liable for your spend and usually bills you through a prepaid wallet, often with a markup. On your own payment method, Meta bills your WhatsApp Business Account directly at Meta's rates, and the provider charges only its software fee. In India, eligible Meta invoices now come from Facebook India in INR with 18% GST, and all eligible accounts must be in INR by December 31, 2026.
Why this matters
Founders compare platforms on the monthly plan price, but the bigger bill at scale is usually message charges. Who pays Meta, and at what rate, decides:
- whether you pay Meta's list price or a marked-up wallet rate,
- whose GST invoice you get,
- what happens when a wallet or card runs out mid-campaign,
- and how painful it is to switch providers later.
Model 1: The partner's credit line
Meta's documentation on managing credit lines explains how it works:
- A Solution Partner shares its Meta credit line with the client WhatsApp Business Accounts it onboards.
- The partner becomes the "Bill To Party". Meta sends the partner one aggregated invoice, and the partner is liable for all spend by those clients.
- In Meta's words, "businesses pay you, and you receive an aggregated invoice to pay Meta."
Because the partner carries the risk, most charge clients through a prepaid wallet, and many set their own per-message prices. For example, on October 11, 2026, AiSensy's pricing page listed ₹1.09 per marketing message for India, while Meta's INR list rate is ₹0.8631.
Good for: businesses that want one bill, prepaid spend control, or can't get a card approved by Meta. Watch out for: markup per message, wallet expiry or refund terms, and less direct visibility into Meta's charges.
Model 2: Your own payment method (pass-through)
Here your WhatsApp Business Account has your card on file. Meta's Help Centre article About billing for your WhatsApp Business account describes developers adding a credit card to their own WABA. Through Embedded Signup with a Tech Provider, the same applies to client businesses.
- Meta charges your card per delivered message at Meta's rate card.
- Meta's invoice and receipts are in your business name.
- The provider bills only its software subscription.
Good for: businesses that want lowest per-message cost, Meta's invoice for accounting, and easy switching. Watch out for: you must keep a working Visa or Mastercard card on file. Fixing billing errors is your job.

India specifics for 2026
Facebook India invoicing, GST and TDS
Meta's Help Centre article on India billing localization says that from January 2026:
- Eligible monthly-invoicing customers with a "Sold to" address in India get invoices from Facebook India Online Services Pvt. Ltd., payable by bank transfer to Facebook India.
- 18% GST applies: IGST for most, CGST + SGST if the "Bill to" location is Haryana.
- Monthly-invoice customers short-pay 10% TDS and send TDS certificates to Meta. Meta describes a different process for self-serve customers.
- New India customers can create WhatsApp accounts in INR only.
TDS and GST treatment depends on your situation, so check with your CA. This is a summary, not tax advice.
The INR deadline
Meta's pricing page says eligible India accounts must be in INR by December 31, 2026. From January 1, 2027, Meta stops delivering messages from eligible accounts still in other currencies. If your provider set you up in USD years ago, ask them who's migrating and when.
How to choose (5 questions)
- What will I pay per marketing message, compared with Meta's ₹0.8631 list rate?
- Whose name is on the invoice for message charges, and does it carry my GSTIN?
- What happens to unused wallet balance if I leave?
- Who's liable if billing fails, and how fast are alerts?
- How do I switch providers without downtime? Ask about credit line revocation. Meta's support notes for onboarded clients warn that a still-shared previous credit line can cause errors when switching.
A worked example (hypothetical)
A Pune skincare brand sends 30,000 marketing messages a month to Indian numbers.
| Meta's rate (own card) | Wallet at ₹1.09 | |
|---|---|---|
| Message cost | 30,000 × ₹0.8631 = ₹25,893 | 30,000 × ₹1.09 = ₹32,700 |
| Difference per month | n/a | ≈ ₹6,807 more |
| Difference per year | n/a | ≈ ₹81,700 more |
Add each provider's plan fee and GST to compare fairly. A provider with a higher plan fee but no markup can still cost less overall.
Where WatsBerry fits
WatsBerry uses the own-card (pass-through) model. During Embedded Signup you add your payment method to your own WhatsApp Business Account. Meta bills WhatsApp usage directly to your card at Meta's rates (0% markup), and WatsBerry charges a separate platform plan: ₹1,599, ₹2,999 or ₹5,999 per month + GST. No wallet, no credit line from us, and no "free messages" claims. If you switch providers later, your billing relationship with Meta stays yours.
Next step
Send me your last month's message mix (marketing, utility, service) via watsberry.com, and I'll show you what it would cost on Meta's direct rates versus your current wallet. Or join the waitlist for the 14-day free plan.

Frequently asked questions

It is a line of credit Meta extends to a Solution Partner. The partner shares it with client WhatsApp Business Accounts, receives one aggregated invoice from Meta, and is liable for all spend by those clients. The partner then bills the clients, usually through a wallet.
Is it better to use my own card or my BSP's credit line?
Your own card gives you Meta's invoice, Meta's rates and full visibility into each charge. A partner credit line can be simpler if you prefer one bill or prepaid control, but usually includes a per-message markup. Compare total cost and who owns the billing relationship.
Why does my BSP ask me to recharge a wallet?
If your provider pays Meta through its credit line, it is taking on the risk of your spend. A prepaid wallet protects it. Check whether the wallet rate equals Meta's rate card or includes a markup, and what happens to an unused balance.
Do I get a GST invoice for WhatsApp messages in India?
If Meta bills you directly, Meta issues the invoice; for eligible India monthly-invoicing customers it now comes from Facebook India with 18% GST. If a provider bills you, the provider issues its own GST invoice for the amount it charges you.
What happens if I switch providers while on their credit line?
The old partner's credit line has to be revoked and a new payment method attached. Meta's support docs note clients can see errors when switching if a previous partner's credit line is still shared, so plan the billing change with both providers.
